About Personnel Files - While no law specifically requires you to maintain personnel files for your employees, they're a good way of keeping track of the employee information you are required to retain (except for confidential information, such as medical records, of course).
This way, you can be sure that important documents are kept for the proper period of time, and you'll be able to find them should they ever be requested by a federal agency - or you need them to defend against an employee lawsuit.
